Russian export duty on raw timber will reach December, 12, 2006
Russian export duty on raw timber will reach 24 euros per cubic meter by 2010.
This was confirmed by Mikhail Motorin, director of Department for Tax and Customs Tariff Policy within the RF Ministry of Finance. He highlighted that the decision was taken during parliament proceedings devoted to the increase of effectiveness of foreign trade in raw timber and finished wood-based products initiated by the Federation Council commission in cooperation with the RF Audit Chamber. Mikhail Motorin said that increased duty rates (4 euros per cubic meter) were introduced in June 2006. Starting from July 2007, a further increase up to 6 euros is expected. He also said that stepwise increase of both ad valorem and specific constituents of customs duty on raw timber will force timber produces to reorient at timber processing on the Russian territory. He added that “Finland has already started building a PPM in Karelia. Noticeable changes were observed after the meeting on forest industry development if the Republic of Komi, held by the RF President.” Mikhail Motorin stressed that import duties on integrated timber processing equipment will decrease. “All this shows that the government is pursuing a consistent policy aimed to create conditions for effective development of Russian processing industry,” he said.
